Is it possible to embed a command to automatically toggle off all live layers when toggling on the next layer? In other words, can one command clear out current live layers and then make a new layer live…or do I need separately to turn off whatever is live before toggling the next layer? I know that I can have a single command to toggle off a specific layer while then toggling on a new one, but that links the layers in a way that’s too limiting. Vielen Dank.

From my perspective, you’re talking about “Layer Sets”. You can find it right below of your Layer Stack.
There you can setup as many «sets» as you want and configure whether or not activating them has what effect to witch ever layer.
A combination of layer sets and automation will make this happen.
